Rachelle Chong is a registered California lobbyist, consultant, and career regulatory lawyer who assists clients before the California Public Utilities Commission and the Federal Communications Commission. She is the Commissioner Emeritus of the Federal Communications Commission and the California Public Utilities Commission. Her areas of expertise include regulation of telecommunications, the Internet, rural broadband, electric vehicles, autonomous vehicles, smart grid, smart cities, and transportation policy. She is also CEO and Principal of R36 Solutions, a national strategic consulting firm focused on energy, communications, and transportation, with a special focus on assisting with applications for federal funding grants, including the Infrastructure Investment and Jobs Act.

Beginning her legal career in 1984, Chong is a seasoned regulatory veteran. She was appointed by President Bill Clinton to be a commissioner of the FCC from 1994 to 1997. In 2006, Governor Arnold Schwarzenegger appointed her as a commissioner to the California CPUC. She has also served as a partner at the international law firms of Graham & James and Coudert Brothers, an associate lawyer at Kadison Pfaelzer (Washington, DC), general counsel or vice president of government affairs for two start-ups, VP of government affairs for Comcast California, and senior policy counsel for the California Technology Agency. Her clients include those in the broadband, energy, AV, and ferry transportation areas.

For the past two years, Chong has served as Chairwoman of SHLB Coalition, advocating for schools, libraries, and rural health care providers before the FCC and Congress. She serves on advisory councils for Anterix, Prologis, T-Mobile, and AT&T. Past boards on which she served as a director include Big Brothers Big Sisters of the Bay Area, the California Emerging Technology Fund, the California Telehealth Network, California Foundation for the Environment and the Economy, pdvWireless, Corsair, Lightbridge, and Authorize.net. She holds a Juris Doctor law degree from UC Hastings College of the Law in San Francisco and dual bachelor's degrees from UC Berkeley in political science and journalism. She maintains law offices in San Francisco and Healdsburg, California.
